It is a three-story building with a large courtyard, owned by the Municipality of Piraeus, located in the building block defined by 91 Iroon Polytechniou, 14 Kantharou and Kalliga Avenues, in the Vryoni district. It was built in the last decade of the 19th century and was referred to as the residence of the shipowner Konstantinos Rasogiannis of Hydra. It displays austere symmetrical faces with neoclassical elements, such as the tripartite organization into base, main body and crown. There is a band separating the floors, while a special feature of the facade, towards Iroon Polytechniou Avenue, are the relief pilasters on the first floor, which result in a Corinthian impost. The openings are surrounded by frames and feature wooden French shutters. Entablature traverses the edge of the building along the entire length of the facade, ending in a perimeter cornice. Inside the building, interesting decorations are preserved on the ceilings. In 1994 restoration work was carried out and until 2010 it functioned as a Town Hall.
